miscellaneous amendments relating to flood response and resilience  8 
Statement of purpose of bill as introduced:  This bill proposes to require the 9 
Agency of Commerce and Community Development to establish a voluntary 10 
buyout program for flood-prone properties that are either ineligible for Federal 11 
Emergency Management Agency buyouts or identified by municipalities for 12 
flood-resilient redevelopment or floodplain restoration.  This bill also proposes 13 
to create a homeowner assistance program providing financial support for 14 
elevating homes in flood-prone areas, relocating displaced residents to 15 
permanent housing, and rebuilding homes using flood-resilient materials and 16 
designs. 17
