Statement of purpose of bill as introduced:  This bill proposes to authorize 5 
bonding, appropriate capital funds, and address miscellaneous related items. 6 
An act relating to capital construction and State bonding 7 
It is hereby enacted by the General Assembly of the State of Vermont:  8

Sec. 1.  LEGISLATIVE INTENT 10 
(a)  It is the intent of the General Assembly that of the $111,965,288.44 11 
authorized in this act, not more than $61,614,761.44 shall be appropriated in 12 
the first year of the biennium, and the remainder shall be appropriated in the 13 
second year. 14 
(b)  It is the intent of the General Assembly that in the second year of the 15 
biennium, any amendments to the appropriations or authorities granted in this 16 
act shall take the form of the Capital Construction and State Bonding 17 
Adjustment Bill.  It is the intent of the General Assembly that unless otherwise 18

Sec. 2.  STATE BUILDINGS 1 
(a)  The following sums are appropriated to the Department of Buildings 2 
and General Services, and the Commissioner is authorized to direct funds 3 
appropriated in this section to the projects contained in this section; however, 4 
no project shall be canceled unless the Chairs of the Senate Committee on 5 
Institutions and the House Committee on Corrections and Institutions are 6 
notified before that action is taken.   7

(B)  may be used to satisfy a grant recipient’s cost-share 9

(f)  In FY 2026 and FY 2027, any agency that receives funding from this 14 
section shall consult with the State Treasurer to ensure that the projects are 15

maintenance of propane summer boilers and update the memorandum of 10 
understanding with Vermont State University. The Commissioner of 11 
Buildings and General Services is additionally authorized to transfer any 12 
unexpended project balances between the amount appropriated in subdivision 13 
(a)(2) of this section and the amounts appropriated in 2023 Acts and Resolves 14 
No. 69, Sec. 12(b)(1) (Vermont Agriculture and Environmental Laboratory 15
