Whereas,withoutanydiscrimination,allVermontersareentitledtoreceivethehighestattainable
qualityofhealthcare,includingmentalhealthcare,and
Whereas,1997ActsandResolvesNo.25,Sec.2,codifiedas8V.S.A.§ 4089b,establishedthatthe
treatmentofanindividual’smentalhealthmustbeonparwiththatperson’sphysicalhealthcare, and
Whereas,mentalhealthcaremustbeprovidedinamannerthatdoesnotresultinanyformofstigma,
prejudice,violence,socialexclusion,segregation,orunnecessaryinstitutionalization, and
Whereas,allmentalhealthtreatmentpracticesshouldrespectanindividual’sautonomy,dignity,
personalpreferences,andwill,andtheymustnotconstituteorleadtoviolationsandabusesofhuman
rightsorfundamentalfreedoms, and
Whereas,mentalhealthsupportandrelatedcommunityservicesshouldintegrateahumanrights
perspectiveinordertoavoidharmtoanyindividualsavailingthemselvesoftheseservices, and
Whereas,today,January29,2025,individualsarevisitingtheStateHouseseekingtoremindthe
GeneralAssemblyofthefundamentalimportanceofprovidingVermonterswithmentalhealthcarethat
equalsineveryrespectthequalityofcareprovidedtoindividualswithanyotherhealthconditions,
now therefore be it
ResolvedbytheSenateandHouseofRepresentatives:
ThattheGeneralAssemblydesignatesJanuary29,2025asMentalHealthAdvocacyDayattheState
House,andbeitfurther
Resolved:ThattheSecretaryofStatebedirectedtosendacopyofthisresolutiontothemental
healthadvocacyorganizationspresenttodayintheStateHouse.
