Whereas,borninCleveland,Ohio,andraisedinMassachusetts,TomSalmonearnedbothundergraduateand
lawschooldegreesfromBostonCollegeandamaster’sintaxationlawfromNewYorkUniversityLaw
School, and
Whereas,aftercompletionofhiseducation,hemovedtoBellowsFallsandcommencedpracticinglawand
becameactiveinthecommunity,and
Whereas,in1959,thevotersofRockinghamelectedhimajusticeofthepeaceandhewasalsoappointed
thatcommunity’slegalcounsel,andin1963,hebecameamunicipaljudge, and
Whereas,TomSalmonservedasthememberfromRockinghamintheVermontHouseofRepresentatives
from1966to1970,servingasHouseMinorityLeader, and
Whereas,in1972,atliterallythelastmoment,whenitappearedthatnocandidatewouldfileforthe
Democraticgubernatorialnomination,TomSalmonvolunteeredtolaunchhislong-shotbidforcandidacy, and
Whereas,inatrulyastoundingvictory,TomSalmonwon56percentofthevote,becomingtheState’s75th
Governor,servingfortwotermsinanadministrationknownforthetheme“Vermontisnotforsale”and
initiativestacklingpropertytaxrates, and
Whereas,TomSalmonremainedaprominentcitizenwhoseadroitleadershipwouldbecalledupon
frequently,includingasChairoftheGreenMountainPowerBoardofDirectors, and
Whereas,in1991,theUniversityofVermont(UVM)BoardofTrusteesrequestedthatheserveasInterim
UVMPresident;andinthisoffice,whichhedescribedas“anhonorandchallenge,”hissix-yeartenuresteadied
thegovernanceofUVMandpreparedthecampusforthefuture, and
Whereas,formerGovernorTomSalmon’slong,active,andhighlyproductivelifeendedonJanuary14,
2025at92yearsofage,andhissurvivorsincludehischildren,grandchildren,andgreat-grandchildren,
now therefore be it
ResolvedbytheSenateandHouseofRepresentatives:
ThattheGeneralAssemblyextendsitssincerecondolencestothefamilyofformerRepresentative,
Governor,andInterimUniversityofVermontPresidentThomasPaulSalmon,andbeitfurther
Resolved:TheSecretaryofStatebedirectedtosendacopyofthisresolutiontothefamilyofTomSalmon.
