Whereas,forgenerations,millionsofAmericanshavebeendeniedthehousingoftheirchoicebecauseoftheirrace,ethnicity,
religion,ordisability, and
Whereas,onApril11,1968,PresidentLyndonJohnsonsignedtheCivilRightsActof1968,includingTitleVIII,knownasthe
FairHousingAct, and
Whereas,Vermont’s1987FairHousingAct,asamended,prohibitsdiscriminationintherental,sale,orfinancingofhousing
basedon“race,sex,sexualorientation,genderidentity,age,maritalstatus,religiouscreed,color,nationalorigin,ordisabilityofa
person,orbecauseapersonintendstooccupyadwellingwithoneormoreminorchildren,orbecauseapersonisarecipientof
publicassistance,orbecauseapersonisavictimofabuse,sexualassault,orstalking,”aswellasthedenialofdevelopment
permittingbasedontheincomeofprospectiveresidents,makingthislawmoreprotectivethanthefederalstatutesandamongthe
mostcomprehensiveinthenation, and
Whereas,theVermontHumanRightsCommission(theCommission)wasestablishedin1987andtaskedwithenforcing
Vermont’sFairHousingAct,amongotherStateantidiscriminationprovisions, and
Whereas,in2024and2025,theCommissionhasexperiencedanincreaseinfairhousinginquiriesandhasprocessedmorefair
housingcomplaintsthaneverbefore, and
Whereas,inrecentmonths,thefederalgovernmenthasdrasticallydeprioritizedfairhousingenforcementandeducationandhas
attemptedtoreduceoreliminatefundingforagenciesandorganizationsworkingforfairhousing, and
Whereas,inclusive,welcoming,andaffordablecommunitiespromotediversityandaclimateconducivetoeconomic
development, and
Whereas,thecurrenthousingcrisisimpactsallVermontersanddisproportionatelyimpactspeopleinprotectedclasses, and
Whereas,theStateofVermontremainscommittedtoensuringthateveryonewholivesinVermontisentitledtotheprotections
ofVermont’sFairHousingAct,nowthereforebeit
ResolvedbytheSenateandHouseofRepresentatives:
ThattheGeneralAssemblyrecognizesApril2025asFairHousingMonthinVermont,andbeitfurther
Resolved:ThattheSecretaryofStatebedirectedtosendacopyofthisresolutiontotheVermontHumanRightsCommission,
theChamplainValleyOfficeofEconomicOpportunity,andtheVermontLegalAidHousingDiscriminationLawProject.
