StateofVermont HouseofRepresentatives Montpelier,Vermont ConcurrentHouseResolution H.C.R.78 OfferedbyRepresentativesHolcombeofNorwich,MaslandofThetford,andOdeofBurlington HouseconcurrentresolutioninmemoryofformerRepresentativeandSecretaryofAdministrationKathleenC.Hoyt ofNorwich Whereas,thepioneeringStategovernmentleadershipofformerRepresentativeKathleenC.Hoytservesasamodelfor others, and Whereas,shewasborninRoanokeRapids,NorthCarolina,onJune 6, 1942;washerhighschoolclassvaledictorian; graduatedfromtheUniversityofNorthCarolina(UNC),Greensboro;andunfortunately,herUNC-ChapelHillgraduate schoolscholarshipwasdiscriminatorilynotrenewedbecauseitwastransferredtoamalestudent,aterribledecision, and Whereas,whendrivingthroughVermont,enroutetovisitingExpo67inMontreal,shefoundtheStatetobe“themost magicalplace”andmovedherein1968,meetingherfuturehusband,thelateformerRepresentativeNorris“Norrie”Hoyt ofNorwich,andpropitiouslyforboth,theyweremarriedattheVermontStateHousein1974, and Whereas,KathyHoytservedasdirectorofplanningattheAgencyofHumanServices,workedattheVermontOffice ofEqualOpportunity,andwasamemberoftheVermontCommissiononWomenbeforetakingtimetoraisehersons, ChristopherandMichael,thenresumedherpublicserviceattheDepartmentofEmploymentandTraining,whereshe becameCommissioner,and Whereas,GovernorMadeleineKuninrecognizedKathyHoyt’sexpertiseandeffectivenessasanadministratorand appointedherChiefofStaffandsubsequently,SecretaryofCivilandMilitaryAffairs, and Whereas,inAugust1991,whenLieutenantGovernorHowardDeansuddenlybecameGovernor,heturnedtoKathy Hoyttooverseetheexpeditedtransition,returninghertotheroleofChiefofStaff,andlaterappointedherasVermont’s firstfemaleSecretaryofAdministration, and Whereas,aftertheDeanadministration’sconclusion,KathyHoytservedonnonprofitandcorporateboards,including asaUniversityofVermonttrustee;wasanadvisortoGovernorsDouglasandShumlin;andconcludedherpublicservice astheHousememberfromNorwich,servingintheseatherhusbandonceheld, and Whereas,afteranillustriouslife,KathyHoytdiedat82yearsofageonMarch7,2025inthepresenceofherfamily, nowthereforebeit ResolvedbytheSenateandHouseofRepresentatives: ThattheGeneralAssemblyextendsitscondolencestothefamilyofformerRepresentativeandSecretaryof AdministrationKathleenC.HoytofNorwich,andbeitfurther Resolved:ThattheSecretaryofStatebedirectedtosendacopyofthisresolutiontothefamilyofKathyHoyt.
