Whereas,atsevenVermontcolleges,andthroughtheVermontStudentAssistanceCorporation,studentswho
aspiretobetheirfamilies’firstcollegegraduatebutlacktherequisitefundscanavailthemselvesofthese
federaleducationalsupportprograms, and
Whereas,in1964,intheEqualOpportunityAct,CongressestablishedUpwardBound,theoriginalfederal
collegeincentiveprogramforfinanciallydisadvantagedstudents;intheHigherEducationActof1965,
CongresscreatedTalentSearchtoassistthesestudentsapplyingfornewlyestablishedfederalfinancialaid
support;andin1968,the1965lawwasamendedtoincludetheSpecialServicesforDisadvantagedStudents
program(nowknownasStudentSupportServices),andtogetherthesethreeservicesbecamecommonly
referredtoastheFederalTRIOPrograms, and
Whereas,subsequentamendmentstothe1965legislationcreatedtheEducationalOpportunitiesCentersand
VeteransUpwardBound(1972);theRonaldE.McNairPost-BaccalaureateAchievementProgram(1986);and
in1990,theUpwardBoundprogramcreatedanewdivision,UpwardBoundMath-Science, and
Whereas,in1992,CongressofficiallyrenamedandcombinedtheseprogramsastheFederalTRIO
Programs,andtheycontinuetobeaspecialgatewayforfinanciallydisadvantagedstudentstopursuetheir
collegedream, and
Whereas,studentsandadministratorsrepresentingtheFederalTRIOProgramsinVermontarevisitingthe
StateHousetoday,Friday,April25,2025,andtheirvisitservesasanopportunitytorecognizetheeducational
andsocietalrolesoftheFederalTRIOPrograms,nowthereforebeit
ResolvedbytheSenateandHouseofRepresentatives:
ThattheGeneralAssemblyhonorstheoutstandingachievementsoftheFederalTRIOProgramsinVermont,
andbeitfurther
Resolved:ThattheSecretaryofStatebedirectedtosendacopyofthisresolutiontotheBoardofDirectors
oftheVermontEducationalOpportunityPrograms.
