HouseresolutionreaffirmingthefriendshipbetweentheStateofVermont
andTaiwanandsupportingenhancedVermont-Taiwanbilateralrelationsand
Taiwan’sparticipationininternationalorganizations
Whereas,theUnitedStatesandtheRepublicofChina(Taiwan)sharea
vibrant,mutuallybeneficialbilateralrelationshipbasedonourcommonvalues
offreedomandafree-marketeconomy,andtherelationshipisasstrongasit
haseverbeen,and
Whereas,theJanuary2024electionofDr.LaiChing-teasthePresidentof
TaiwandemonstratesthevibrancyofTaiwan’sdemocracy,and
Whereas,theUnitedStatesisTaiwan’ssecond-largesttradingpartnerand
TaiwanistheUnitedStates’seventh-largesttradingpartner;in2024,thetwo-
waytradeingoodsbetweentheUnitedStatesandTaiwantotaledinexcessof
$157billion;andtheUnitedStatesisalsothelargestsupplierofagricultural
productstoTaiwan,and
Whereas,in2022,theUnitedStatesandTaiwanlaunched,andin2023
signed,theU.S.-TaiwanInitiativeon21stCenturyTrade,which,inpart,“is
intendedtodevelopconcretewaystodeepentheeconomicandtrade
relationship,”andthefirstagreementundertheInitiativebecameeffectivein
December2024,and
Whereas,Taiwanisthesecond-largestexportdestinationforVermont
goods,worthapproximately$254million,andVermontimportedanestimated
$55.3millioningoodsfromTaiwan,and Whereas,theGovernmentofTaiwanhasexpressedadesiretoreachan
avoidanceofdoubletaxationagreementwiththeUnitedStates,whichcould
increaseVermont’sexportstoTaiwan,bilateralinvestment,andjobsin
Vermont,and
Whereas,VermontandTaiwanhaveenjoyedalonghistoryofproductive
bilateralrelations,includingenteringintoadriver’slicensereciprocity
agreementin2020,andtheGovernmentofTaiwandesirestoestablisha
memorandumofunderstandingwiththeStateofVermonttofurtherincrease
educationalexchangesandcooperation,and
Whereas,UnitedStatespolicytowardTaiwanisnotbasedonUnited
NationsResolution2758of1971,butrathertheTaiwanRelationsActof1979,
which“providesforthecontinuedmembershipofthepeopleonTaiwaninany
internationalfinancialinstitutionoranyotherinternationalorganization,”and
Whereas,Taiwan’sparticipationandcontributionsininternational
organizations,suchastheInternationalCivilAviationOrganization,theWorld
HealthOrganization,andtheUnitedNationsFrameworkConventionon
ClimateChangewouldgreatlybenefitboththeUnitedStatesandthe
internationalcommunity,nowthereforebeit
ResolvedbytheHouseofRepresentatives:
ThatthislegislativebodyreaffirmsthefriendshipbetweentheStateof
VermontandTaiwanandsupportsenhancedVermont-Taiwanbilateral
relationsandTaiwan’sparticipationininternationalorganizations,andbeit
further
Resolved:ThattheClerkoftheHousebedirectedtosendacopyofthis
resolutiontoPresidentDonaldJ.Trump,PresidentLaiChing-teofthe
RepublicofChina(Taiwan),Director-GeneralCharlesLiaooftheTaipei
EconomicandCulturalOfficeinBoston,GovernorPhilipB.Scott,andthe
VermontCongressionalDelegation.
