Statement of purpose of bill as introduced: This bill proposes to prohibit any 10
municipal corporation from adopting an ordinance, resolution, rule, or other 11
regulation that would limit or prohibit the use of hygienic face masks. 12
An act relating to prohibiting municipal regulation of the use of hygienic 13
face masks 14
It is hereby enacted by the General Assembly of the State of Vermont: 15
Sec. 1. 24 V.S.A. § 2295a is added to read: 16
§ 2295a. AUTHORITY OF MUNICIPAL AND COUNTY GOVERNMENTS 17
TO REGULATE HYGIENIC FACE MASKS 18 BILL AS INTRODUCED S.81

Except as otherwise provided by law, no municipal corporation, by 1
ordinance, resolution, rule, or other enactment, shall directly limit or prohibit 2
the use of hygienic face masks. 3
Sec. 2. MUNICIPAL CHARTERS; PROVISIONS SUPERSEDED 4
The provisions of this act shall supersede any inconsistent provisions of a 5
municipal charter. 6
Sec. 3. EFFECTIVE DATE 7
This act shall take effect on July 1, 2025. 8
