The funds are awarded by WHEDA to housing developers for eligible housing infrastructure projects supporting workforce and senior housing. Under 2023 Wisconsin Act 14, WHEDA is directed to divide the state into regions based on service jurisdiction of the regional planning commissions. No region is permitted to receive more than 25 percent in loans awarded under the act in any given application cycle. 2023 WISCONSIN ACT 209 2023 Wisconsin Act 209 modifies the restrictions on the housing infrastructure revolving loan fund program in two ways. First, it reduces the amount any region can receive from 25 to 12.5 percent. Second, it specifies that each region cannot be awarded more than 12.5 percent in the 2023-25 fiscal biennium, instead of any given application cycle.
