[2023 Assembly Bill 322] 
Ratification of WLEA Collective 
Bargaining Agreement 
2023 Wisconsin Act 21 ratifies the 2021-23 biennial contract that was negotiated between the State of 
Wisconsin and the Wisconsin Law Enforcement Association on behalf of covered State Patrol troopers 
and inspectors. The agreement includes limited general employment provisions and certain 
compensation-related provisions. The Joint Committee on Employment Relations unanimously 
approved the agreement for the State Patrol troopers and inspectors, and recommended ratification of 
the agreement by the Legislature. 
The compensation-related provisions include two general wage adjustment increases, of two percent 
and 4.7 percent, respectively, which take effect the first pay period following ratification.  
The State Patrol troopers and inspectors’ agreement for the general wage adjustments include lump 
sum payments for employees in pay status on the date the adjustments take effect for hours in pay 
status as follows: 
 Two percent from January 2, 2022, to enactment of the adjustment. 
 4.7 percent from January 1, 2023, to enactment of the adjustment.  
Other compensation-related provisions include an increase in the night and weekend pay differential 
and the creation of a recruitment referral bonus. The agreement also allows management to consider 
law enforcement experience within or outside of state service in determining pay placement for a new 
State Patrol trooper or inspector. 
Effective date: July 21, 2023
