BACKGROUND 
Current law waives the fee for transferring a motor vehicle title to the surviving spouse or domestic 
partner of the vehicle owner upon the owner’s death.

2023 ASSEMBLY 66 
2023 Assembly Bill 66 waives the fee also for transferring the title to any surviving grandparent, parent, 
sibling, child, stepchild, stepparent, or grandchild, or the spouse of a grandparent, parent, sibling, child, 
stepchild, stepparent, or grandchild. 
ASSEMBLY AMENDMENT 1 
Assembly Amendment 1 provides that the bill, if enacted, takes effect on the first day of the seventh 
month beginning after publication.
