The bill also transfers funds from the general fund to the capital improvement fund for the purpose of these projects. ASSEMBLY AMENDMENT 1 The 2023-25 Biennial Budget Act allocated $285,163,000 to fund a replacement of the Camp Randall Sports Center. However, current law provides that “no structures . . . may be placed or erected upon Camp Randall Memorial Park, unless authorized by the legislature; nor shall the park be used for any purpose other than a memorial park.” [s. 45.70 (2) (b), Stats.] Assembly Amendment 1 clarifies that the construction of the Camp Randall Sports Center, as enumerated, satisfies the requirement in s. 45.70 (2) (b), Stats., that structures may be placed or erected upon Camp Randall Memorial Park only if authorized by the Legislature. The amendment also provides that any overlap of the Camp Randall Sports Center with the Camp Randall Memorial Park is not limited to use as a memorial park. The amendment also requires that the UWS Board of Regents submit to the Board of Veterans Affairs a plan for honoring the veterans of Wisconsin. This plan must be submitted by June 30, 2024.
