Issuance of Temporary Motor
Vehicle Registration Plates and
Permits to Dealers
2023 Wisconsin Act 45 eliminates the requirement that the Department of Transportation (DOT) issue
physical, temporary operation plates and permits to motor vehicle dealers. Instead, it requires DOT to
issue temporary operation plates and temporary permits to a dealer solely in an electronic format. The
act provides that a dealer who violates provisions related to issuing temporary operation plates and
permits or who misuses temporary plates or permits is subject to a forfeiture of not less than $500 and
not more than $5,000.
Effective date: December 8, 2023
