[2023 Senate Bill 157] 
Supplemental Reimbursements 
for Ambulance Services 
BACKGROUND 
2021 Wisconsin Act 228 created new programs to facilitate supplemental reimbursements under the 
Medical Assistance (MA) program for both privately owned and public ambulance services. Specific to 
private ambulance providers, Act 228 created a provider assessment with fees collected going to an 
ambulance service provider trust fund. Act 228 also directed the Department of Health Services (DHS) 
to seek any federal approval needed to implement this new component of the state Medicaid program. 
2023 WISCONSIN ACT 30 
2023 Wisconsin Act 30 creates an appropriation to make payments from the ambulance service 
provider trust fund to eligible ambulance service providers, as specified under 2021 Wisconsin Act 228. 
In addition, the act requires DHS to transfer money annually from the ambulance service provider trust 
fund to cover the administrative costs associated with administering the ambulance assessment and 
making supplemental reimbursements to ambulance providers. 
Effective date: August 6, 2023
