Certain Aids for ATV- and UTV-
Related Projects
BACKGROUND
Current law directs the Off-Road Vehicle Council (ORVC), a council within the Department of Natural
Resources (DNR), to provide advice and make recommendations to DNR, the Department of
Transportation, the Governor, and the Legislature on various matters relating to all-terrain vehicles
(ATVs) and utility-terrain vehicles (UTVs). Among its responsibilities, the ORVC must make
recommendations to DNR regarding funding requests that DNR receives for certain types of ATV- and
UTV-related projects.
2023 WISCONSIN ACT 67
2023 Wisconsin Act 67 eliminates certain types of projects from a list of projects for which funding
requests are subject to recommendations by the ORVC. Specifically, the act eliminates the production of
digital information applications, as well as the acquisition of communication equipment for nonprofit
organizations, from this particular list of projects eligible for DNR funding.

While the act eliminates certain types of projects from a particular list of projects eligible for DNR
funding, the act generally preserves the department’s ability to fund these projects by modifying other
statutes relating to ATV and UTV law enforcement. Specifically, the act creates a new appropriation line
that empowers DNR to use certain ATV- and UTV-related funds to support nonprofit organizations
through the acquisition and maintenance of digital information applications, the acquisition of
communications equipment and technology, and the production of maps.

production and acquisition of trail maps are projects eligible for DNR support. Under prior law, the list only provided
eligibility for the production of maps.
