The program provides grants to training entities that provide training to individuals who obtain commercial driver’s licenses. The training must meet federal entry-level driver training requirements and the training entity must be on the federal Training Provider Registry. The grant amount may not exceed 50 percent of the training cost or $3,000, whichever is less. DWD is required to report annually the number and amount of grants awarded under the program. The bill appropriates $1.5 million in the next two fiscal years to the Joint Committee on Finance (JCF). SENATE SUBSTITUTE AMENDMENT 1 Senate Substitute Amendment 1 modifies the bill as follows: Requires the individual that is being trained to reside in Wisconsin and to obtain a commercial driver’s license in Wisconsin. Requires the training entity to have a facility in Wisconsin and that the training is provided at or through that facility. Removes the appropriation to JCF. Money is currently set aside for the bill’s purpose in JCF’s supplemental appropriations. Sunsets the grant program. The repeal takes effect July 1, 2025. BILL HISTORY Senator Wimberger offered Senate Substitute Amendment 1 on September 26, 2023. On October 11, 2023, the Senate Committee on Economic Development and Technical Colleges voted unanimously to recommend adoption of the amendment and passage of the bill, as amended.
