2023 Wisconsin Act 204 
[2023 Senate Bill 546] 
Admission of Spouses at 
Veterans Homes 
2023 Wisconsin Act 204 allows a spouse of a veteran to be an eligible member of a veterans home even 
if the veteran is not a member of the home, if certain conditions are met.  
Under prior law, a spouse could be an eligible member of a veterans home only if the veteran was a 
member of the home (or was institutionalized elsewhere), and the spouse and the veteran met certain 
other eligibility requirements.  
Under the act, that option remains intact, and a new option is created that allows a spouse of a veteran 
to be an eligible member of a veterans home whether or not the veteran is a member of the home. For 
eligibility under this option, the spouse must be permanently incapacitated due to physical disability or 
age from any substantially gainful occupation.

Effective date: March 24, 2024
