The act provides that a value-based purchasing arrangement may include rebates, discounts, price reductions, risk sharing, reimbursements, payment deferrals or installment payments, guarantees, shared savings payments, withholds, bonuses, or any other thing of value. The act specifies that DHS must seek any necessary approval from the federal government, and DHS is not required to implement the act if any necessary approval is not granted.
