2023 SENATE BILL 693 
2023 Senate Bill 693 creates an exemption from daily state park admission fees for any vehicle, other 
than a motor bus, that is occupied by a person who produces evidence that the person: (1) is a veteran

or (2) meets federal eligibility requirements to receive a gold star lapel button.

SENATE AMENDMENT 1 
Senate Amendment 1 limits the application of the fee exception to vehicles occupied by a state 
resident who produces the evidence required under the bill.

Senator Hesselbein offered Senate Amendment 1 on February 7, 2024. On February 16, 2024, the 
Senate Committee on Financial Institutions and Sporting Heritage voted by mail ballot to recommend 
adoption of the amendment and passage of the bill, as amended, both on votes of Ayes, 5; Noes, 0.

 Incorporating a definition from federal law, the bill defines “veteran” to mean a person who served in the active 
military, naval, air, or space service, and who was discharged or released therefrom under conditions other than 
dishonorable.

 Federal law authorizes gold star families to receive lapel buttons. Gold star family members are people identified by 
the U.S. Department of Defense as being next of kin of members of the Armed Forces who have lost their lives while 
engaged in, or as a result of, certain conflicts or operations.
