Also under current law, a person who wishes to personalize a registration plate must generally pay, in addition to the regular vehicle registration fee, a fee of $15 for the issuance of the plate and $15 in each succeeding year to maintain the plate. 2023 Senate Bill 740 exempts a person who is eligible for a Gold Star license plate from the $15 annual fee for the personalization of a Gold Star license plate. Under the bill, this exemption first applies to applications for registration received by the Department of Transportation on the bill’s effective date. SENATE AMENDMENT 1 Senate Amendment 1 removes the bill’s initial applicability provision. BILL HISTORY Senator Hutton offered Senate Amendment 1 to Senate Bill 740 on January 29, 2024. On February 8, 2024, the Senate Committee on Transportation and Local Government voted unanimously to recommend adoption of Senate Amendment 1 and passage of Senate Bill 740, as amended.
