2023 SENATE BILL 881 
Senate Bill 881 expands the definition of a student entrepreneur for the purposes of an exception to the 
filing fee for the formation of a Wisconsin Limited Liability Company (LLC). Under current law, a 
student entrepreneur is defined as a student who is at least 18 years of age, enrolled in a postsecondary 
institution in this state, and an organizer or member of an LLC formed as a business start-up. The bill 
redefines a student entrepreneur to include a student who is enrolled in a public, private, or tribal high 
school in Wisconsin. 
SENATE AMENDMENT 1 
Senate Amendment 1 further expands the definition of student entrepreneur to include students who 
participate in home-based private educational programs, commonly referred to as home-schooling.

Senate Amendment 1 was offered by Senator Bradley on February 26, 2024. On February 27, 2024, 
Senate Amendment 1 was recommended for adoption and Senate Bill 881 was recommended for 
passage, both on votes of Ayes, 5; Noes, 0; by the Senate Committee on Financial Institutions and 
Sporting Heritage.
