2023 Senate Bill 926 Senate Amendment 1 
2023 SENATE BILL 926 
2023 Senate Bill 926 prohibits protesting at or near a judge’s home with the intent to interfere with, 
obstruct, or impede the administration of justice or with the intent to influence a judge in the discharge 
of the judge’s duties.  
SENATE AMENDMENT 1 
Senate Amendment 1 creates a definition of “judge” in the bill using the same definition used in current 
law prohibiting battery or making a threat to an officer of the court or a law enforcement officer. Under 
the amendment, a “judge” is a person who currently is or who formerly was a Supreme Court justice, 
court of appeals judge, circuit court judge, municipal judge, tribal judge, temporary or permanent 
reserve judge, or circuit, supplemental, or municipal court commissioner.

Senator Wanggaard offered Senate Amendment 1 on February 2, 2024. On February 27, 2024, the 
Senate Committee on Judiciary and Public Safety recommended adoption of the amendment, and 
passage of the bill, as amended, on votes of Ayes, 6; Noes, 1.
