WEST VIRGINIA LEGISLATURE 2025 REGULAR SESSION Introduced House Bill 2588 By Delegate Sheedy [Introduced February 18, 2025; referred to the Committee on Energy and Public Works] A BILL to amend the Code of West Virginia, 1931, by adding thereto a new section, designated ยง17C-14-16, relating to requiring a motor vehicle to display emergency flashers when operating at 10 miles per hour below the posted speed limit on any public road; and providing for a penalty. Be it enacted by the Legislature of West Virginia: ## ARTICLE 14. MISCELLANEOUS RULES. (b) Any person violating the provisions of this section is guilty of a misdemeanor and, upon conviction thereof, shall be fined not more than $25; upon a second conviction thereof, shall be fined not more than $100; and upon a third or subsequent conviction, shall be fined not more than $200. NOTE: The purpose of this bill is to require a motor vehicle to display emergency flashers when operating at 10 miles per hour below the posted speed limit on any public road.
