                    HOUSE CONCURRENT RESOLUTION 94

Requesting the Joint Committee on Government and Finance study the establishment of an Artificial Intelligence Education Program in West Virginia public high schools.

Whereas, Artificial intelligence means a machine-based system that can, for a given set of human-defined objectives, make predictions, recommendations, or decisions influencing real or virtual environments including, but not limited to, machine learning, natural language processing, and neural networks;

Whereas, Innovations in the field of artificial intelligence continue to shape the future of humanity across nearly every industry;

Whereas, The establishment of an Artificial Intelligence Education Program providing instruction in the principles, applications, and ethical implications of artificial intelligence across multiple industries including, but not limited to, business, defense, and finance would prepare students for a technology-driven future; and

Whereas, A thorough examination of current resources, practices, and policies regarding developing and establishing an Artificial Intelligence Education Program to be offered as an elective course in public high schools is necessary to provide informed recommendations for improvement; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby requested to study establishing an Artificial Intelligence Education Program in and for the State of West Virginia;  and, be it

Further Resolved, That the study should focus on the following elements:

1. An assessment of current programs addressing artificial intelligence for the high school system;

2. Identification of gaps in educational and training on artificial intelligence available to West Virginia high school students;

3. Evaluation of existing state and federal funds available to establish an Artificial Intelligence Education Program;

4. Analysis of data on the impact of artificial intelligence on the future of industry and its impact on the youth of West Virginia; 

5. Recommendations for legislative measures, funding opportunities, and partnerships to enhance support to develop and establish an Artificial Intelligence Education Program; and, be it  

Further Resolved, That the Artificial Intelligence Education Program shall be designed to:

1. Introducing students to the foundational concepts of artificial intelligence, including machine learning, neural networks, and natural language processing;

2.  Providing practical instruction on the use of artificial intelligence in fields such as business (e.g., marketing, supply chain management), defense (e.g., cybersecurity, logistics), and finance (e.g., fraud detection, algorithmic trading); 

3. Providing hands-on learning opportunities using accessible artificial intelligence tools and platforms; and, be it

Further Resolved, That the Joint Committee on government and Finance report to the regular session of the Legislature, 2026, on its findings, conclusions, and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it

Further Resolved, That the expenses necessary to conduct this study, to prepare a report, and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
