SENATE CONCURRENT RESOLUTION 14 (By Senator Helton) [Introduced February 26, 2025] Requesting the Joint Committee on Government and Finance study substance use disorder in the State of West Virginia. Whereas, West Virginia continues to face a significant public health crisis related to substance use disorder, impacting individuals, families, and communities across the state; and; Whereas, The opioid epidemic, along with other substance use issues, has contributed to increased rates of addiction, overdose deaths, and related health complications; and Whereas, Effective prevention, treatment, and recovery support services are essential to address the needs of individuals affected by substance use disorder; and Whereas, Collaboration among state agencies, local governments, health care providers, and community organizations is crucial for a comprehensive response to this crisis; and Whereas, A thorough examination of current resources, practices, and policies regarding substance use disorder is necessary to provide informed recommendations for improvement. Resolved by the Legislature of West Virginia: That the Joint Committee on Government and Finance is hereby requested to study substance use disorder in the State of West Virginia; and, be it Further Resolved, That the study should focus on the following elements: 1. An assessment of current public health initiatives addressing substance use disorder. 2. Identification of gaps in prevention, treatment, and recovery services available to West Virginians. 3. Evaluation of the effectiveness of existing state and federal programs targeting substance use disorder. 4. Analysis of data on the impact of substance use disorder on various populations, including rural communities, veterans, and youth. 5. Recommendations for legislative measures, funding opportunities, and partnerships to enhance substance use disorder support services; and, be it Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2026, on its findings, conclusions, and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it Further Resolved, That the expenses necessary to conduct this study, to prepare a report, and to draft legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
