A BILL
for
1 AN ACT relating to crimes and offenses; providing for a new 
2 criminal offense of cruelty to animals; increasing the 
3 maximum fine for a misdemeanor first offense cruelty to 
4 animals conviction; providing for the suspension of hunting 
5 privileges for a cruelty to animals conviction as 
6 specified; authorizing game and fish law enforcement to 
7 enforce the criminal provisions of cruelty to animals as 
8 specified; specifying applicability; and providing for an 
9 effective date.

19 (a)  A first offense of cruelty to animals or of a 
20 violation of W.S. 6-3-1003 is a misdemeanor punishable by 
21 imprisonment for not more than six (6) months, a fine of 
22 not more than

20 (a)  The court may, in its discretion, revoke any 
21 license issued under this act to any person convicted of a 
22 violation of this act , for the 
23 remainder of the year in which the conviction occurs, and  2025STATE OF WYOMING25LSO-01404HB0003
1 may suspend the person's privilege to purchase or receive 
2 any other license under this act, or to take any wildlife 
3 for the following time periods provided in paragraphs (i) 
4 through (iii) and shall suspend the person's privilege to 
5 purchase or receive any other license under this act for 
6 the time period provided in paragraph (iv) of this 
7 subsection:

9 (iii)  Up to three (3) years for conviction of a 
10 low misdemeanor as provided in W.S. 23-6-202(a)(v) 
11

14This act shall apply to any person who 
15 intentionally injures or disables a predatory animal by use 
16 of an automotive vehicle, motor-propelled wheeled vehicle, 
17 or vehicle designed for travel over snow on and after July 
18 1, 2025.

20.  This act is effective July 1, 2025
