A BILL
for
1 AN ACT relating to motor vehicles; increasing annual 
2 registration fees for resident snowmobiles; increasing 
3 nonresident annual snowmobile user fees; creating a 
4 permanent registration for antique snowmobiles; providing 
5 definitions; making conforming amendments; requiring 
6 rulemaking; and providing for effective dates.

14 (a)  Antique snowmobiles may be registered pursuant to

2 (b)  The owner of an antique snowmobile may register 
3 the snowmobile by submitting an application to the 
4 department indicating that the snowmobile is operated for 
5 the purposes of organized antique snowmobile activities, 
6 parades, exhibitions, tours and other related activities 
7 and may be used for general snowmobile uses.

9 (c)  Upon receipt of the registration fee pursuant to 
10 W.S. 31-2-404(a)(iii), the selling agent shall issue to the 
11 owner for each antique snowmobile a certificate of 
12 registration, setting forth the facts in the application, 
13 together with a numbered decal which shall bear a 
14 distinctive number assigned to the snowmobile, which decal 
15 shall at all times be prominently displayed on the 
16 snowmobile. The registration expires upon transfer of 
17 ownership of the antique snowmobile.

20 31-2-404(a), 31-2-405(a), 31-2-409(a)(intro), (ii) and by 
21 creating a new paragraph (iii), 36-4-123(a)(intro) and 
22 39-17-111(c)(ii) are amended to read:

3 (a)  For purposes of this act:
4
5 (ii)  "Snowmobile" means any mechanically driven 
6 vehicle of a type which utilizes sled type runners, or 
7 skis, or any endless belt tread or combination of these, 
8 designed primarily for operation over snow;

18 (b)  The department of state parks and cultural 
19 resources through the division of state parks and historic 
20 sites shall in accordance with W.S. 36-4-123, appoint 
21 selling agents to sell snowmobile registrations and user 
22 fees. Each selling agent shall retain one dollar ($1.00)

1 31-2-409(a)(ii) or  for each resident snowmobile 
2 registration sold under W.S. 31-2-404(a)(i) 
3 Designated department employees may sell snowmobile 
4 registrations and user fees, but no employee shall receive 
5 any commission on registrations or user fees collected.

11 (a)  Except as provided in W.S. 31-2-408, the 
12 registration fee for a resident snowmobile is:
13
14 (i)  For a snowmobile intended for private use 
15$50.00 annually;

17 (ii)  For a commercial snowmobile

4 (a)  esident

7 a snowmobile which will be operated within the state of 
8 Wyoming. Upon receipt of the registration fee the selling

12 bear a distinctive number assigned to the snowmobile and 
13 the date of expiration, which decal shall at all times be 
14 prominently displayed on the snowmobile.

21 (a)  There shall be collected by selling agents  
22 nonresident snowmobile user fee for nonresident

2 (ii)  For any nonresident snowmobile not exempt 
3 under subsection (f) of this section

12 (a)  The department of state parks and cultural 
13 resources through the division of parks and historic sites 
14 shall appoint selling agents to sell snowmobile 
15 registrations pursuant to W.S. 31-2-402 , 
16 permits under W.S. 36-4-121 and other licenses, 
17 registrations and permits for which the department may by 
18 law be required to issue and collect fees.  Selling agents 
19 appointed under this section shall be bonded by the 
20 department, subject to the following:

7HB00041 (c)  The department shall credit to appropriate 
2 accounts based upon deductions from the taxes collected 
3 under this article in the following order:
4
5 (ii)  Deduct an amount collected on fuel used in 
6 snowmobiles, computed by multiplying the number of 
7 snowmobiles for which registration and user fees have been 
8 paid during the current fiscal year under W.S. 
9 31-2-404(a)(i)  
10 times twenty-eight dollars and seventy-five cents ($28.75) 
11 plus the number of gallons of gasoline used by snowmobiles 
12 for which registration fees have been paid during the 
13 current fiscal year under W.S. 31-2-404(a)(ii) times the 
14 current gasoline tax rate as defined by W.S. 
15 39-17-104(a)(i).  The number of gallons used by commercial 
16 snowmobiles shall be reported to the department by all 
17 businesses offering commercial snowmobile recreational 
18 leasing. The amounts computed shall be credited to a 
19 separate account to be expended by the department of state 
20 parks and cultural resources to improve snowmobile trails 
21 in Wyoming;

8HB00041.  The department of state parks and cultural 
2 resources shall promulgate all rules necessary to implement 
3 the provisions of this act not later than July 1, 2025.

7 (a)  Except as provided in subsection (b) of this 
8 section, this act is effective July 1, 2025.
9
10 (b)  Sections 3 and 4 of this act are effective 
11 immediately upon completion of all acts necessary for a 
12 bill to become law as provided by Article 4, Section 8 of 
13 the Wyoming Constitution.
