Career technical education funding.

A BILL
for
1 AN ACT relating to school finance; modifying the career and 
2 technical education equipment and supplies component within 
3 the education resource block grant model; making conforming 
4 amendments; providing an appropriation; and providing for 
5 an effective date.

9.  W.S. 21-13-101(a)(xvii) and 
10 21-13-309(m)(v)(D)(III) are amended to read:

14 (a)  As used in this chapter:

4 consists of an enumeration of model 
5 components as enacted into law, summarizing and executing 
6 recommendations contained within the 2010 cost of education 
7 study, as modified by the legislature, and is hereby 
8 incorporated into this chapter by this reference;

13 (m)  In determining the amount to be included in the 
14 foundation program for each district, the state 
15 superintendent shall:
16
17 (v)  Based upon ADM computations and identified 
18 school configurations within each district pursuant to 
19 paragraph (iv) of this subsection, compute the foundation 
20 program amount for each district as prescribed by the 
21 education resource block grant model adopted by the Wyoming 
22 legislature as defined under W.S. 21-13-101(a)(xiv), as 
23 contained within the spreadsheets and accompanying reports  2025STATE OF WYOMING25LSO-00963HB0018
1 referenced under W.S. 21-13-101(a)(xvii). The following 
2 criteria shall be used by the state superintendent in the 
3 administration of the education resource block grant model:

5 (D)  Career and technical education 
6 computations within the education resource block grant 
7 model shall be based upon:
8
9 (III)  The number of full-time 
10 equivalent (FTE) 
11 teachers within the school, as computed in accordance with 
12 guidelines prescribed by the department, providing career 
13 and technical education instruction in grades nine (9) 
14 through twelve (12) and except as provided under W.S. 
15 21-2-202(a)(xxvii), certified by the Wyoming professional 
16 teaching standards board to provide instruction at the high 
17 school level for career and technical education courses 
18 comprising career and technical education programs.  
19 Nothing in this subdivision shall require a district to 
20 employ teachers certified for high school career and 
21 technical education instruction on a full-time basis or to 
22 require teachers to teach only high school career and

13 (b)  Notwithstanding components specified in 
14 the 2010 cost of education study accepted by the 
15 legislature, the Wyoming education resource block 
16 grant model components and the resourcing for 
17 those components, as enacted by the legislature, 
18 shall be as follows:

20 (xxv)  Vocational Career and technical 
21 education: 0.29 times FTE

2 $9,428.77/FTE

4 education teacher 
5 for equipment 
6 and supplies.

8Except as specifically amended by section 
9 2 of this act, the career and technical education equipment 
10 and supplies computation within the education resource 
11 block grant model shall operate in the same manner as the 
12 computation prior to the enactment of this act. The 
13 external cost adjustment shall be applied to the amounts 
14 for the career and technical education equipment and 
15 supplies as amended by section 2 of this act.

17There is appropriated three hundred fifty 
18 thousand dollars ($350,000.00) from the public school 
19 foundation program account to the department of 
20 education-school finance for career and technical education 
21 supplies, equipment and replacement payments to school 
22 districts made necessary by the amendments enacted in 
23 section 2 of this act. This appropriation shall be for the  2025STATE OF WYOMING25LSO-00966HB0018
1 period beginning July 1, 2025 and ending June 30, 2026. 
2 This appropriation shall not be transferred or expended for 
3 any other purpose and any unexpended, unobligated funds 
4 remaining from this appropriation shall revert as provided 
5 by law on June 30, 2026. It is the intent of the 
6 legislature that this appropriation be included in the 
7 standard budget for the department of education-school 
8 finance for the immediately succeeding fiscal biennium.
