Description of appropriation:
The appropriation will be expended to offset the K-12 education resource block 
grant model’s (K-12 funding model) anticipated entitlement expenditure increase and 
corresponding recapture revenue decrease that will take place in FY 2026.

Source of revenue decrease and expenditure increase:
Under current law, the K-12 funding model allocates additional equipment and 
supplies resources for career and technical education (CTE) programs based on the 
number of grade 9-12 CTE teacher full-time equivalent (FTE) positions in approved 
CTE courses. The formula allocates a per dollar amount for each reported CTE teacher 
FTE. For school year (SY) 2024-25, each CTE teacher FTE generates an additional 
$14,184.68 for CTE equipment and supplies.
This bill increases the funding allocated under the K-12 funding model’s CTE 
equipment and supplies component to ensure that each school reporting CTE teacher 
FTE positions in approved CTE courses receives at least $28,369.35 as part of the 
school district’s foundation program guarantee amount. The minimum CTE equipment 
and supplies funding level reflects 2011, Wyoming Session Laws, Chapter 185, 
ATTACHMENT “A”(b)(xxv), as amended by 2017 Wyoming Session Laws, Chapter 205, 
Section 3, as further modified by external cost adjustments enacted by the

The estimated absolute impact to the K-12 funding model’s foundation program 
guarantee is an increase of $284,400 in FY 2026, $284,400 in FY 2027, and $284,400 
in FY 2028. An increase to the K-12 funding model’s foundation program guarantee 
amount will have a corresponding expenditure increase from the SFP in the form of 
school district entitlement payments and a corresponding revenue decrease to the 
SFP in the form of school district recapture payments. The entitlement expenditure 
increase and recapture revenue decrease anticipated in FY 2026 will be funded by 
the appropriation in the bill.
Assumptions:
The above estimates were determined through the use of forecast K-12 funding models 
utilized by the Legislative Service Office and are based on the most recent available 
data. The forecast K-12 funding models assume 24 schools among 21 school districts 
will receive additional funding based on CTE teacher FTE positions reported by 
school districts from SY 2023-24.
