A BILL
for
1 AN ACT relating to the administration of government;
2 allowing the secretary of state to charge a fee to expedite
3 filings of documents as specified; authorizing a position;
4 providing an appropriation; specifying a contingency; and
5 providing for an effective date.

14 (a) The secretary of state shall collect the

21 (a) Subject to subsection (c) of this section, the
22 secretary of state is authorized up to one (1) full-time
23 position for the period beginning with the effective date 2025STATE OF WYOMING25LSO-0081

1 of this act and ending June 30, 2026 for purposes of
2 implementing this act. It is the intent of the legislature
3 that the secretary of state include this full-time position
4 in its standard budget request for the immediately
5 succeeding fiscal biennium.

7 (b) Subject to subsection (c) of this section, there
8 is appropriated ninety-three thousand one hundred seventy-
9 nine dollars ($93,179.00) from the general fund to the
10 secretary of state for the period beginning with the
11 effective date of this act and ending June 30, 2026 to be
12 expended only for the purposes of funding the position
13 authorized in subsection (a) of this section. This
14 appropriation shall not be transferred or expended for any
15 other purpose and any unexpended, unobligated funds
16 remaining from this appropriation shall revert as provided
17 by law on June 30, 2026. It is the intent of the
18 legislature that this appropriation be doubled and included
19 in the standard budget request of the secretary of state
20 for the immediately succeeding fiscal biennium.

22 (c) The authorization and appropriation under

1 effective if 2025 House Bill 0001 or Senate File 0001, as
2 enacted into law, authorizes at least one (1) additional
3 full-time position for the secretary of state compared to
4 the number of positions authorized in 2024 Wyoming Session
5 Laws, Chapter 118, Section 002.

7. This act is effective July 1, 2025.
