The fiscal impact is indeterminable.
There would be a fiscal impact. However, it is indeterminable if the proposed
requirements could be fulfilled with existing internal personnel or if external
contractors would need to be brought in. Added duties and associated costs cannot
be determined as this would be dependent upon several factors (location of
breach, size of dam, number of water rights holders, notification requirements,
complexity of alternatives development, who determines liability, etc.).
