Source of expenditure increase:
The Game and Fish Department (Department) indicates ongoing and one-time expenditure 
increases from the Game and Fish Fund will be required to properly implement the 
trapping license requirements for nonresidents as modified by this bill.  
Assumptions:
The Department indicates trapping licenses for nonresidents would become a manual 
process as modified by this bill. Department personnel will be required to process 
all documents furnished by the applicant, including statutes or rules and 
regulations from the applicant's state of residence. The Department assumes each 
34 nonresident applications will be received and it will take approximately two 
hours to review each application. The estimated hourly rate for manually reviewing 
applications is $38.03 per hour, totaling $2,586 in an ongoing expenditure increase 
from the Game and Fish Fund. 
The Department also assumes programming changes to the licensing system will be 
required to implement the requirements of this bill to ensure the license can be 
issued after the Department reviews the applicant's documentation. The estimated 
programming hours are 240 hours at the rate of $60.95 per hour for a senior 
programmer, totaling $14,628 in a one-time expenditure increase from the Game and 
Fish Fund.
The expenditure increases reflected above could be considered an administrative 
cost. However, for simplicity and to follow consistent practice on legislation of 
this type, it is included on the fiscal note.
