W.S. 18-16-102(a)(ix)(E), (F) and by 13 creating a new subparagraph (G), 22-1-102(a)(xxvi), (xxvii) 2025STATE OF WYOMING25LSO-03222HB0156 1 and by creating a new paragraph (lv), 22-3-102(a)(i) and by 2 creating a new paragraph (vi), 22-3-103(a) by creating a 3 new paragraph (ix) and (b), 22-3-117(a)(intro), 4 22-3-118(a)(ii) and 22-29-104(a)(v)(E), (F) and by creating 5 a new subparagraph (G) are amended to read: 6 7 8 9 (a) As used in this act: 10 11 (ix) "Qualified elector" means a natural person 12 who: 13 14 (E) Has not been convicted of a felony or 15 if convicted has had his civil rights or voting rights 16 restored; and 17 18 (F) Is registered to vote; and 19 20 21 22. 23 2025STATE OF WYOMING25LSO-03223HB01561 2 3 (a) The definitions contained in this chapter apply 4 to words and phrases used in this Election Code and govern 5 the construction of those words and phrases unless they are 6 specifically modified by the context in which they appear. 7 As used in this Election Code: 8 9 (xxvi) "Qualified elector" includes every 10 citizen of the United States who is a bona fide resident of 11 Wyoming, 12 13 has registered to vote and will 14 be at least eighteen (18) years of age on the day of the 15 election at which he may offer to vote. No person is a 16 qualified elector who is a currently adjudicated mentally 17 incompetent person, or who has been convicted of a felony 18 and his civil or voting rights have not been restored. A 19 literacy test shall not be imposed as a condition to voting 20 in any election; 21 22 (xxvii) "Registration" is the entry and 23 verification of the name and voter information 2025STATE OF WYOMING25LSO-03224HB0156 1 of a qualified elector on the official registry list, as 2 provided in W.S. 22-3-104(f) and 22-3-108; 3 4 5 6 7 8 9 10 11 (a) A person may register to vote not less than 12 fourteen (14) days before an election, at any election 13 specified in W.S. 22-2-101(a)(i) through (viii) or as 14 provided by W.S. 22-3-117, who satisfies the following 15 qualifications: 16 17 (i) He is a citizen of the United States. The 18 19 20 21 22 2025STATE OF WYOMING25LSO-03225HB0156 1 2; 3 4 5 6 7 8 9 10 (a) The county clerk shall furnish voter registration 11 oath forms to registry agents which forms shall require the 12 following voter information from the applicant: 13 14 15 16 17 (b) Following the provision of the information 18 required in subsection (a) of this section, the form shall 19 require the applicant's signature in full below the 20 following oath: 21 22 I, ...., do solemnly swear (or affirm) that I am a citizen 23 of the United States; that I am a bona fide resident of the 2025STATE OF WYOMING25LSO-03226HB0156 1 state of Wyoming and this county; 2 3 that if registered in another county or 4 state, I hereby request that my registration be withdrawn; 5 that I will be at least eighteen (18) years of age on or 6 before the next election; that I am not currently 7 adjudicated a mentally incompetent person, that I have not 8 been convicted of a felony, or if I have been convicted of 9 a felony, I have had my civil or voting rights restored by 10 a competent authority; and that the voter registration 11 information contained herein is true and accurate to my 12 best knowledge and belief. 13 14 .... (Signature and title of registry agent 20 21 or person authorized to administer oaths) 22 2025STATE OF WYOMING25LSO-03227HB01561 2 3 4 (a) Notwithstanding any other section or provision in 5 this chapter, any citizen of the United States who is a 6 resident of Wyoming may apply for registration by providing 7 the information required by W.S. 22-3-103(a), 8 acceptable identification and 9 completing and subscribing, the form of voter registration 10 oath prescribed by W.S. 22-3-103(b) before any person 11 authorized by law to administer oaths. Each county clerk 12 shall furnish the voter registration oath forms. The 13 applicant shall mail or return the completed voter 14 registration oath form to the county clerk in the county in 15 which the applicant resides. In order to vote in the next 16 election, the application must be received in the county 17 clerk's office before the close of registration for that 18 election, or: 19 20 21 22 (a) Unless a voter is challenged pursuant to W.S. 23 22-15-101 through 22-15-109, and except as provided in W.S. 2025STATE OF WYOMING25LSO-03228HB0156 1 22-9-104(a)(vi) for an absentee ballot obtained in person 2 by the elector, no identification shall be required when: 3 4 (ii) Voting by absentee ballot after having 5 registered by mail and having submitted a copy of the 6 person's acceptable identification 7 as set forth in W.S. 22-1-102(a)(xxxix)(A) , at the 8 time of registration. 9 10 11 12 (a) When used in a principal act, the following 13 definitions apply, unless the term is otherwise 14 specifically defined in that principal act: 15 16 (v) "Qualified elector" means a natural person 17 who: 18 19 (E) Has not been convicted of a felony, or, 20 if so convicted, has had his civil or voting rights 21 restored; and 22 23 (F) Has registered to vote; and 2025STATE OF WYOMING25LSO-03229HB0156 1 2 3 4. 5 6The secretary of state shall promulgate 7 all rules necessary to implement this act. 8 9. 10 11 (a) Except as provided in subsection (b) of this 12 section, this act is effective July 1, 2025. 13 14 (b) Sections 2 and 3 of this act are effective 15 immediately upon completion of all acts necessary for a 16 bill to become law as provided by Article 4, Section 8 of 17 the Wyoming Constitution. 18 19 (END)
