Legislature-electronic voting system.

A BILL
for
1 AN ACT relating to legislative process; requiring the 
2 installation of an electronic voting system; providing an 
3 appropriation; and providing for an effective date.

9 (a)  There is appropriated two hundred fifty thousand 
10 dollars ($250,000.00) from the general fund to the 
11 legislative service office.  These funds shall be used only 
12 for the purpose of the planning, design, purchase and 
13 installation of an electronic voting system in the chambers  2025STATE OF WYOMING25LSO-03532HB0158
1 of the house of representatives and senate chambers at the 
2 Wyoming state capitol building. The electronic voting 
3 systems required by this act shall:

5 (i)  Include the placement of devices located at 
6 each legislator's desk or in other locations on the floor 
7 of the chambers that allow each legislator to cast a vote 
8 by electronic means and that allow vote tabulation by 
9 electronic means;

11 (ii)  Allow the display of votes cast on the 
12 electronic voting systems in the chambers of the house 
13 where the vote was cast and on the legislature's website 
14 and streaming platform;

16 (iii)  Include security measures that, to the 
17 greatest extent reasonably practical, assure that all votes 
18 recorded as cast by a legislator through the electronic 
19 voting system were entered by that legislator and not by 
20 any other person;

22 (iv)  Include the capacity to perform other 
23 functions.  This paragraph shall be applicable only if the  2025STATE OF WYOMING25LSO-03533HB0158
1 excess functionality required by this paragraph can be 
2 provided without exceeding the appropriation provided by 
3 this act;

5 (v)  Be developed under the direction of the 
6 legislative service office and shall integrate with the 
7 software systems currently used by the Wyoming legislature.

9 (b)  The funds appropriated in subsection (a) of this 
10 section shall not be transferred or expended for any 
11 purpose other than for the planning, design, purchase and 
12 installation of the electronic voting system required by 
13 subsection (a) of this section. Any unexpended, 
14 unobligated amount remaining from funds appropriated under 
15 this act shall revert on June 30, 2026. The amounts 
16 appropriated in subsection (a) of this section are intended 
17 to provide a maximum amount for the electronic voting 
18 system provided by this act and shall not be construed to 
19 be an entitlement or guaranteed amount.

2 completion of all acts necessary for a bill to become law 
3 as provided by Article 4, Section 8 of the Wyoming 
4 Constitution.
