Source of expenditure increase:
Wyoming Department of Transportation specialty plate design and testing.
Assumptions:
It is assumed there would be one-time expenditure increases of $2,000 from the 
Highway Fund for design and testing for the new specialty plate.
The expenditure increase reflected above could be considered an administrative 
cost. However, for simplicity and to follow consistent practice on legislation of 
this type, it is included on the fiscal note.
There is an indeterminable revenue increase to the Search and Rescue Account from 
fees collected for search and rescue specialty plates and from donations collected 
on applications for vehicle registrations. This bill creates an initial $100 fee 
for applicants and a $25 annual fee to retain eligibility for search and rescue 
license plates. This bill also requires applications for vehicle registrations to 
have the option for owners to donate an additional amount to support search and 
rescue operations. The number of specialty plates purchased and the amount of 
donations received on applications for vehicle registrations are unknown.

This bill has administrative impact that appears to increase duties or 
responsibilities of one or more state agencies and may impact agency spending or 
staffing requirements. As introduced, the bill does not modify any state agency 
budget or current personnel authorizations.

administrative fiscal impact prior to the first committee meeting held to consider 
the bill:
