A BILL
for
1 AN ACT relating to speed limits; changing the process for 
2 counties to decrease maximum speed limits on highways as 
3 specified; providing an exception for the department of 
4 transportation's approval of alterations on state highways 
5 as specified; authorizing the transportation commission to 
6 override a board of county commissioners' resolution to 
7 decrease maximum speed limits as specified; making 
8 conforming amendments; specifying applicability; and 
9 providing for an effective date.

13.  W.S. 24-2-109 by creating a new subsection 
14 (c) and 31-5-303(b), (d) and by creating a new subsection

20 (b)  In compliance with rules promulgated by the 
21 department , local 
22 authorities in their respective jurisdictions may determine 
23 the proper maximum speed for all streets and highways  2025STATE OF WYOMING25LSO-04813HB0313
1 within their respective corporate jurisdiction which 
2 maximum speed is reasonable and safe and which may be 
3 greater or less than the maximum speed permitted under this 
4 act. The rules promulgated by the department shall adopt 
5 standards consistent with national practices.

7 (d)  
8ny alteration of maximum limits on state 
9 highways or extensions thereof in a municipality by local 
10 authorities is not effective until the alteration has been 
11 approved by the superintendent.

5.  This act shall apply to proposed changes 
6 to decrease maximum speed limits by the board of county 
7 commissioners on and after July 1, 2025.
8
9.  This act is effective July 1, 2025.
