Source of expenditure increase:
Programming costs associated with testing and implementing a weighted bonus points
program for ram bighorn sheep and antlered moose licenses.
Assumptions:
The Game and Fish Department estimates a total of 640 personnel hours initially to
implement a weighted bonus points program for ram bighorn sheep and antlered moose
licenses. Approximately 160 hours at a rate of $58.00 per hour for programming,
testing, and implementing the points program; approximately 240 hours at a rate of
$56.25 per hour for modifying agency documents; and approximately 240 hours at a
rate of $45.00 per hour to develop and communicate materials to the public regarding
the changes. Additionally, approximately 200 hours per year at a rate of $45.00 per
hour in ongoing communication efforts.
The expenditure increase reflected above could be considered an administrative
cost. However, for simplicity and to follow consistent practice on legislation of
this type, it is included on the fiscal note
