A BILL
for
1 AN ACT relating to oil and gas; amending the authority of
2 the Wyoming oil and gas conservation commission to regulate
3 noncommercial reserve pits, produced water retention pits
4 and emergency overflow pits as specified; and providing for
5 an effective date.

2 (vi) To regulate, excluding discharges permitted
3 under the national pollutant discharge elimination system,

6 (A) Location, construction, operation and
7 reclamation of all noncommercial reserve pits and produced
8 water retention and emergency overflow pits used solely for
9 the storage, treatment and disposal of drilling fluids,
10 produced waters, emergency overflow wastes or other oil
11 field wastes associated with the maintenance and operation
12 of oil and gas exploration and production wells
13
14 the contamination of the waters of the state;
