A BILL
for
1 AN ACT relating to motor vehicles; specifying requirements
2 for driver's licenses and identification cards issued to a
3 person who is not a United States citizen but who has
4 lawful alien status as recognized by federal law;
5 specifying applicability; requiring rulemaking; and
6 providing for effective dates.

11 paragraph (iv) and 31-8-102 by creating a new subsection
12 (b) are amended to read:

2SF00331 (a) Upon the satisfactory completion of any required
2 examination, the division shall issue to every qualifying
3 applicant a driver's license, and:

17This act shall apply to licenses and
18 identification cards issued on and after January 1, 2026.

20Not later than January 1, 2026, the
21 department of transportation shall promulgate any rules
22 necessary to implement this act.

3 (a) Except as provided in subsection (b) of this
4 section, this act is effective January 1, 2026.
5
6 (b) Sections 3 and 4 of this act are effective
7 immediately upon completion of all acts necessary for a
8 bill to become law as provided by Article 4, Section 8 of
9 the Wyoming Constitution.
