FISCAL NOTE
The fiscal impact is indeterminable.
In addition to expenditures for computer programming modifications, the Game and 
Fish Department (Game and Fish) estimates the cost to record the sale and reissuance 
of each landowner license is $39.00. For reference, Game and Fish reported 3,507 
landowner licenses were issued in 2024. Because the quantity of landowner licenses 
that would be sold and potential increases in landowner license applications is 
unknown, the fiscal impact of this legislation is indeterminable.

Computer programming to accommodate the sale and reissuance of landowner hunting 
licenses.
Assumptions:

All attributes of the original license, including residency, remain in effect.
The cost to record the sale and reissuance of a landowner license is $39.00.
The expenditure increase reflected above could be considered an administrative 
cost. However, for simplicity and to follow consistent practice on legislation of 
this type, it is included on the fiscal note.
