for
1 AN ACT relating to motor vehicle license plates; 
2 authorizing specially designed license plates to recognize 
3 rodeo as the official sport of Wyoming; specifying 
4 requirements; authorizing fees; providing for termination 
5 of issuance of the special plates; requiring a report upon 
6 termination; authorizing rulemaking; making a conforming 
7 amendment; specifying availability; and providing for an 
8 effective date.

15 2025STATE OF WYOMING25LSO-02332SF01211 (a)  Any person interested in recognizing rodeo as the 
2 official sport of this state pursuant to W.S. 8-3-119 and 
3 supporting rodeo programs at the University of Wyoming and 
4 Wyoming community colleges may apply for and be issued 
5 distinctive license plates for any motor vehicle that is 
6 not a commercial vehicle owned or leased by that person 
7 upon registration of the vehicle. These license plates 
8 shall be displayed upon the vehicle for which they are 
9 issued.

11 (b)  Application for, issuance and renewal of the 
12 rodeo license plates under this section shall be subject to 
13 the same vehicle registration requirements and fees as 
14 provided in this article in addition to the fee required 
15 under W.S. 31-3-102(a)(viii). Application forms shall be 
16 available at all county treasurer's offices and shall 
17 include space on the application form to offer the option 
18 for the applicant to donate one dollar ($1.00) or more to 
19 support rodeo programs at the University of Wyoming and 
20 Wyoming community colleges. Any monetary donation received 
21 under this subsection shall be forwarded to the state 
22 treasurer to be deposited into a separate account. As soon 
23 as possible after July 1 of each year, the state treasurer  2025STATE OF WYOMING25LSO-02333SF0121
1 shall distribute monetary donations received under this 
2 subsection from the previous year evenly between the 
3 University of Wyoming and each Wyoming community college 
4 for purposes of supporting the rodeo programs at the 
5 University of Wyoming and Wyoming community colleges.

7 (c)  The department shall prescribe the design of the 
8 rodeo license plates authorized by this section. The rodeo 
9 license plates shall be the same size as regular motor 
10 vehicle license plates and need not include arabic numerals 
11 for the county. The department shall include the following 
12 language on the license plate: "Rodeo — The official sport 
13 of Wyoming." The department shall arrange for production of 
14 the license plates. Following initial approval, rodeo 
15 license plates shall be subject to redesign on the same 
16 schedule as all license plates beginning with the 2033 
17 reissuance.

19 (d)  The department may prepare any special forms and 
20 issue any rules and regulations necessary to carry out this 
21 section.

2 are issued under this section before December 31, 2031, the 
3 plates authorized under this section shall be eliminated 
4 from production and not later than January 15, 2032 the 
5 department shall report the cessation of production to the 
6 joint transportation, highways and military affairs interim 
7 committee.

14 Upon loss, mutilation or destruction of a certificate of 
15 registration, license plate, or validation sticker the 
16 owner of a vehicle may obtain a duplicate certificate of 
17 registration, new license plates or validation stickers 
18 from any county treasurer or the department if the vehicle 
19 was registered or plates or stickers were issued by the 
20 department upon application showing the loss, mutilation or 
21 destruction, return of mutilated plates or stickers and 
22 payment of the duplicate registration, plate or sticker 
23 fee. For those vehicles registered under the provisions of  2025STATE OF WYOMING25LSO-02335SF0121
1 W.S. 31-2-213(h), 31-2-215 through 31-2-223, 31-2-226, 
2 31-2-227 or 31-2-229 through  replacement 
3 duplicate license plates may be obtained upon application 
4 with the county treasurer from which the original plates 
5 were purchased or the department if applicable, accompanied 
6 by fees as provided by W.S. 31-3-102(a)(vi)(C). Duplicate 
7 license plates obtained under this section to replace lost 
8 or stolen plates shall not be displayed on the vehicle 
9 until the validation stickers on the lost or stolen plates 
10 have expired. Upon loss, mutilation or destruction of a 
11 dealer plate or validation sticker the dealer may obtain a 
12 replacement dealer plate or validation sticker from the 
13 county treasurer from which he purchased the original plate 
14 in the same manner as the owner of a vehicle and upon 
15 payment of the appropriate fee under W.S. 31-3-102(a)(vi). 
16 Obtaining a replacement plate is not the purchase of an 
17 additional plate under W.S. 31-16-125(b)(i). Upon 
18 application for new license plates or stickers the county 
19 treasurer shall notify the department and the county 
20 sheriff as soon as possible of the loss, mutilation or 
21 destruction. The department shall notify the appropriate 
22 law enforcement agencies of any loss, mutilation or 
23 destruction of license plates or stickers. 2025STATE OF WYOMING25LSO-02336SF01211
2.  The department of transportation shall 
3 make rodeo license plates available beginning on January 1, 
4 2026.

6.  This act is effective July 1, 2025.
