Sponsored by: Senator(s) Dockstader and Anderson and Representative(s) Heiner A BILL for 1 AN ACT relating to energy; requiring the Wyoming energy 2 authority to complete a study on the economic impacts of 3 the energy industry in Wyoming; specifying requirements of 4 the study; authorizing and requiring assistance from state 5 agencies and higher education institutions; requiring 6 reports; specifying deadlines; and providing for an 7 effective date. 8 9 10 11. 12 13 (a) Not later than October 1, 2025, the Wyoming 14 energy authority shall complete a study on the economic 2025STATE OF WYOMING25LSO-0637 ENGROSSED 2SF0138 1 impact of energy and the energy industry in Wyoming. The 2 study shall include, at a minimum: 3 4 (i) General information on the various types of 5 mineral production and energy production and generation 6 that take place throughout the state; 7 8 (ii) A determination of the economic impact of 9 energy production in Wyoming, by: 10 11 (A) Each major region in Wyoming and the 12 state as a whole; 13 14 (B) Each individual type of energy or 15 mineral production. 16 17 (iii) The amount of state and local taxes that 18 Wyoming's energy producers and generators contribute on an 19 annual basis for each of the last ten (10) years; 20 21 (iv) The number of employees in Wyoming that 22 Wyoming's energy producers and generators have employed in 23 the state in each of the last ten (10) years; 2025STATE OF WYOMING25LSO-0637 ENGROSSED 3SF01381 2 (v) A measure of the amount in payroll that 3 Wyoming's energy producers and generators have paid out to 4 Wyoming employees and residents in each of the last five 5 (5) years; 6 7 (vi) A measure of other tangible and intangible 8 economic benefits and impacts that energy production and 9 the energy industry has had on Wyoming in the last five (5) 10 years; 11 12 (vii) A brief description of innovations in 13 energy that Wyoming producers and generators have developed 14 in the last ten (10) years; 15 16 (viii) Any other information that the Wyoming 17 energy authority deems necessary to quantify the impact of 18 energy on Wyoming's economy. 19 20 (b) The Wyoming energy authority may request the 21 assistance of any state agency and any higher education 22 institution in Wyoming in completing the study required by 23 this section. Upon receiving a request for assistance, each 2025STATE OF WYOMING25LSO-0637 ENGROSSED 4SF0138 1 state agency and institution of higher education shall 2 provide support and information to the Wyoming energy 3 authority. 4 5 (c) Not later than October 1, 2025, the Wyoming 6 energy authority shall submit a report of the study to the 7 joint appropriations committee, the joint revenue interim 8 committee and the joint minerals, business and economic 9 development interim committee. 10 11. This act is effective immediately upon 12 completion of all acts necessary for a bill to become law 13 as provided by Article 4, Section 8 of the Wyoming 14 Constitution. 15 16 (END)
