A portion of this appropriation shall be used as necessary to fund one existing at-will employee contract position for administrating and managing design and construction activities. FEDERAL FUNDS received by the state for the veterans’ home shall be deposited into the GENERAL FUND in an equivalent amount to the extent funds from this appropriation have been expended. In addition, FEDERAL FUNDS received shall reduce this general fund appropriation in a ratio of $1.00 for each $1.00. The total expenditure for Level III construction of the veterans’ home shall not exceed $103,850,000 in aggregate of all funds (authorized by the governor, appropriations, and federal funds). The Legislature previously appropriated $24,850,000 for this project. To date, $5,461,870 has already been expended leaving $19,388,120. The balance has been projected as a phased project, with the balance of the previously appropriated funds projected to be spent as follows: year 1 at 25%, year 2 at 50%, and year 3 at 25%. Actual expenditures may vary from projections as the project progresses. Funds are being spent in accordance to the legislation authorizing the appropriation.
