4 requirements; requiring rulemaking; and providing for

15 2025STATE OF WYOMING25LSO-07232SF01491 (a) Any person required to register a vehicle in
2 Wyoming pursuant to this article may apply to the
3 department
4 eligibility for wildlife conservation license plates for
5 any motor vehicle that is not a commercial vehicle or
6 multipurpose vehicle owned or leased by that person upon
7 registration of the vehicle. The department
8 may include as part of the application the option
9 for the applicant to donate an additional amount in support
10 of wildlife conservation efforts related to the
11 transportation system. Upon payment by the applicant of a
12 fee of one hundred fifty dollars ($150.00) to the
13 department
14 voluntary amount, the department shall
15 issue a written statement of eligibility for wildlife
16 conservation license plates. The department
17 shall assess an annual fee of fifty dollars
18 ($50.00) for a person to retain eligibility for wildlife
19 conservation plates, but this annual fee shall not be
20 charged in the year the person pays the one hundred fifty
21 dollars ($150.00) eligibility fee. The person may submit an
22 additional voluntary amount in support of wildlife 2025STATE OF WYOMING25LSO-07233SF0149
1 conservation efforts related to the transportation system
2 when remitting the annual fee.

4 (b) The fees collected under subsection (a) of this
5 section shall be payable to the department
6 and shall be accounted for separately. Except as
7 otherwise provided by law, the fees collected under
8 subsection (a) of this section and funds collected under
9 W.S. 23-2-101(p), 23-2-201(h), 23-2-306(d), 24-1-131(b),
10 31-2-225(a)(vi), 31-2-404(f)(ii), 31-2-409(h)(ii),
11 31-2-703(e)(ii), 31-3-101(j), 31-7-111(b)(xiv) and
12 36-4-121(t) shall be distributed to the wildlife
13 conservation account within the state highway fund, which
14 is hereby created. The wildlife conservation account shall
15 be administered in accordance with the following:

17 (c) Applicants shall apply at least thirty (30) days

21 wildlife conservation license plates under this section
22 shall be subject to the same requirements and fees as

1 under subsection (a) of this section. The license plate
2 fees required under W.S. 31-3-102(a)(viii) shall accompany
3 each application. The license plates under this section
4 shall be issued by the county treasurer of each county and
5 shall be displayed only upon the vehicle for which they are
6 issued.

8. The department of transportation shall
9 adopt all rules necessary to implement this act.

13 (a) Except as provided in subsection (b) of this
14 section, this act is effective immediately upon completion
15 of all acts necessary for a bill to become law as provided
16 by Article 4, Section 8 of the Wyoming Constitution.

18 (b) Section 1 of this act is effective July 1, 2025.
