To revise the procedures of the Department of Transportation concerning the sale or disposition of property, to authorize the Commissioner of Transportation to enter into agreements with the state of Vermont concerning the New Haven-Hartford-Springfield rail line, to allow the commissioner to delegate certain authority to bureau heads, to allow the department to issue filming permits for persons seeking to film on state highways, to allow the department to grant easements to public service companies, to create an exception allowing construction of an access road and bridge that does not meet certain minimum overhead clearance requirements, to allow self-certification for certain pilot boats, to amend the definition of highway to include bus rapid transit roadways, to restrict the use of bus rapid transit roadways, to require all motor vehicle passengers to use safety belts, to prohibit the use of certain hand-held radios while operating a motor vehicle except in emergency situations, to amend various statutes concerning outdoor advertising, to grant an exemption for certain occupational licensing requirements to the Connecticut Airport Authority, to include the Connecticut Airport Authority as a state agency for the purpose of building code compliance and to repeal the requirement of the department to submit a master transportation plan.
