Amends section 11-410, HRS, by: (1) amending subsection (b) to provide that a person waives the right to a contested case hearing if the person fails to request a contested case hearing within 20 days of receipt of the Commission's preliminary determination; and (2) amending subsection (d) to provide that a final order of the Commission may be filed in the First Circuit Court for confirmation as a civil judgment, enforceable and collectible as any other judgment issued by the circuit courts.

Increases the amount of fines for campaign spending law violations that may be assessed against certain noncandidate committees making only independent expenditures. Allows the Campaign Spending Commission to order that the payment of the fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of the officers of the noncandidate committee, if the noncandidate committee does not have the funds to pay the fine. Increases the maximum amount of public funds available for all offices by fifty per cent. Increases the maximum amount of public funds available for a candidate for the Office of Hawaiian Affairs from $1,500 to ten per cent of the expenditure limit for each election. Increases the amounts of qualifying contributions for the Office of Hawaiian Affairs from more than $1,500 to more than $5,000 in the aggregate. Provides a downward adjustment of the amounts of qualifying contributions for the Office of Prosecuting Attorney for the City and County of Honolulu, County of Hawaii, and County of Kauai and for the Office of County Council for the County of Maui. Appropriates unspecified sums for the increase in the Partial Public Financing Program. Appropriates $200,000 for the Campaign Spending Commission to hire two additional staff members. (SD1)
