Renames the Department of Agriculture to the Department of Agriculture and Biosecurity (Department) and the Board of Agriculture to the Board of Agriculture and Biosecurity. Establishes a Deputy Chairperson for Biosecurity. Requires the Department to establish a Biosecurity Emergency Response Program. Authorizes the Chairperson of the Board of Agriculture and Biosecurity to quarantine any area under certain circumstances. Authorizes the Department to establish transitional facilities. Requires the Department of Commerce and Consumer Affairs to license and train biosecurity inspectors to inspect imported plants and animals. Requires inspection of various items transported interisland. Increases penalties for illegally transporting plants, animals, and microorganisms. Requires the Department to establish government-industry agreements to detect and respond to unwanted organisms in the State. Require the Department to establish an invasive species dashboard by 12/1/2025. Transfers the Hawaii Invasive Species Council from the Department of Land and Natural Resources to the Department. Authorizes pest management plans to address, contain, or eradicate pests. Authorizes the Department to adopt rules to establish and enforce the Plant Care Component Program. Authorizes the Department to assess administrative penalties for the enforcement of the Plant Care Component Program. Establishes positions. Appropriates funds. Effective 1/1/2050. (SD2)

Authorizes the Department of Labor and Industrial Relations to enter into contracts with eligible employers or registered apprenticeship programs in the private sector to provide on-the-job training to eligible interns. Establishes a state internship and workforce development program. Requires the Department of Labor and Industrial Relations to collaborate with the Department of Human Resources Development for placement of interns in state executive branch departments, agencies, and programs. Provides that the State shall be the responsible employer for purposes of workers' compensation coverage for students or recent graduates in the on-the-job-training work experience program, subject to certain limitations. Requires any person providing doula services for compensation or representing or advertising themselves as a certified doula to register with the Director of Commerce and Consumer Affairs. Establishes certain rights for certified doulas, including being present during delivery and in any recovery rooms, if requested by the client. Requires the Director to maintain a link to the registry on the Department of Commerce and Consumer Affairs' website. Effective 1/1/2026.

Establishes additional regulations for the registration and use of electric bicycles. Amends the definition of electric bicycles subject to various state laws and classifies electric bicycles by top assisted speed. Defines "electric micro mobility device" and requires the same regulations as electric foot scooters to apply to electric micro mobility devices. Prohibits anyone under fifteen from operating a class 3 electric bicycle. Increasing the age for those required to wear a helmet when operating a bicycle. Effective 7/1/3000. (HD1)
