Retainage requirements. Changes the maximum amount of retainage for certain state and local public works projects from: (1) 10% to 6% of the dollar value of all work satisfactorily completed until the public work is 50% complete; and (2) 5% to 3% of the dollar value of all work satisfactorily completed until the public work is substantially complete. Removes the requirement of a minimum amount of retainage for certain state and local public works projects.

Various gaming issues. Provides that a hold harmless agreement or an agreement to offset a financial loss between a casino, riverboat, or unit of government and another unit of government concerning potential losses of revenue by the other unit of government is prohibited and unenforceable. Repeals the requirement that the licensed owner of a riverboat operating in Vigo County pay certain payments to the city of Evansville. Repeals language concerning a supplemental payment to East Chicago, Hammond, and Michigan City under certain circumstances. Repeals the historic hotel district community support fee.

Storm water management. Provides that a unit does not have the power to adopt a law, rule, ordinance, or regulation that is more stringent than or exceeds in any manner the requirements of the department of environmental management's (IDEM) construction stormwater general permit (CSGP). Provides that if a law, rule, ordinance, or regulation is more stringent than or exceeds the CSGP, then: (1) the law, rule, ordinance, or regulation is void; and (2) the unit must continue to discharge its duties under IDEM's CSGP program. Provides that a unit or IDEM may under certain circumstances: (1) issue a written warning to a person engaging in land disturbing activities; and (2) issue a stop work order for the site. Makes conforming changes.

ESOP linked deposit program. Requires the treasurer of state (treasurer) to establish and administer a program to assist Indiana companies in obtaining financing from a financial institution for the purchase of company shares by an employee stock ownership plan (ESOP). Allows the treasurer and a financial institution to enter into an agreement under which: (1) the treasurer places a certificate of deposit (CD) with the financial institution at not more than 3% below the comparable Treasury Bill rate; (2) the financial institution makes a loan to a company at a reduced percentage rate of interest that corresponds to the CD's reduced rate of interest; and (3) the rate of interest of both the loan and the certificate of deposit move in tandem for the duration of the loan term.

Age verification for online ammunition sales. Prohibits the online sale of ammunition unless certain steps are taken to prevent the sale of ammunition to a minor. Makes a violation of the online ammunition sales requirements a Class A misdemeanor, and increases the penalty to a: (1) Level 6 felony for a second or subsequent offense; and (2) Level 5 felony if the violation results in a minor obtaining ammunition.

Certified registered nurse anesthetists. Allows a certified registered nurse anesthetist (CRNA) to administer anesthesia under the direction of and in the immediate presence of a physician, podiatrist, or dentist. (Under current law, a CRNA may administer anesthesia under the direction of and in the immediate presence of a physician.) Provides that a physician, podiatrist, or dentist is not liable for any act or omission of a CRNA who administers anesthesia. Makes corresponding changes.

Student eligibility in interscholastic sports. Requires, for purposes of interscholastic athletic events, state educational institutions and certain private postsecondary educational institutions to expressly designate an athletic team or sport as one of the following: (1) A male, men's, or boys' team or sport. (2) A female, women's, or girls' team or sport. (3) A coeducational or mixed team or sport. Prohibits a male, based on the student's biological sex at birth in accordance with the student's genetics and reproductive biology, from participating on an athletic team or sport designated as being a female, women's, or girls' athletic team or sport. Requires state educational institutions and certain private postsecondary educational institutions to establish grievance procedures for a violation of these provisions. Establishes a civil action for a violation of these provisions. Provides that state educational institutions and certain private postsecondary educational institutions are not subject to liability in a civil, administrative, disciplinary, or criminal action for acting in compliance with these provisions.

Dissolution of human remains. Amends the definition of cremation to include alkaline hydrolysis as a means for the dissolution of human remains. Requires the state board of funeral and cemetery service to adopt rules governing the operation of alkaline hydrolysis facilities. Adds alkaline hydrolysis to statutes that allow for burial or cremation.

Includes school social workers and school psychologists in the definition of "teacher" for purposes of the requirement for school corporations to expend a certain percentage amount of state tuition support on teacher compensation. Provides that the amount a school corporation expends on costs associated with a memorandum of understanding or any other agreement entered into with a community mental health center or certified or licensed provider to provide mental or behavioral health services to students of the school corporation is included in determining the percentage amount a school corporation is expending.

Requires the governor's supplier diversity commission, the commission for higher education, and the budget committee to review each state educational institution's annual report regarding certain supplier diversity requirements. Provides that if a state educational institution's annual report is not in compliance with certain supplier diversity requirements, the commission for higher education and the budget committee shall determine the total percentage by which the state educational institution fell short of the requirements.
