Signal jamming. Provides that a signal jammer may be seized. Provides that a person who knowingly or intentionally manufactures, offers for sale, imports, markets, sells, possesses, uses, or operates a signal jammer commits unlawful use of a signal jammer, a Level 6 felony. Provides that the offense is a Level 5 felony if a signal jammer is used to disrupt a component of a critical infrastructure facility or the communications of a public safety agency. Provides, for purposes of criminal statutes regarding offenses involving critical infrastructure, that a communications services facility includes wires and equipment used to provide communications service to a customer.

Ground water emergencies. Allows the owner or operator of a significant ground water withdrawal facility to file a complaint with the director of the department of natural resources (director) that a water well on the property of the owner of the significant ground water withdrawal facility failed to furnish the well's normal supply of water or failed to furnish potable water. Requires the director to launch an investigation into a complaint of a well failure from a significant ground water withdrawal facility within three business days of the director receiving the complaint. Provides that the owner of a significant ground water withdrawal facility responsible for the failure or substantial impairment of a well shall provide timely and reasonable compensation to the owner of an impacted significant ground water withdrawal facility or nonsignificant ground water withdrawal facility.

Voluntary family leave insurance program. Requires the department of insurance (department) to establish, not later than January 1, 2026, a voluntary family leave insurance program (program) for the purpose of providing benefits to employees who elect to participate in the program. Sets forth requirements for the program. Allows the department to contract with an outside vendor to administer the program. Requires the department, not later than November 1, 2025, to submit a report to the legislative council and the budget committee concerning the proposed program. Establishes the voluntary family leave insurance program trust fund (trust fund) for the purpose of paying program benefits. Provides that the trust fund consists of employer or employee contributions, appropriations from the general assembly, and money received from any other source. Provides that certain employers are entitled to an adjusted gross income tax deduction equal to the total amount of contributions made by the employer to the trust fund during the taxable year multiplied by 200%.

Consumer genetic testing providers. Provides that a person may not discriminate against an individual on the basis of the individual's solicitation and use of consumer genetic testing services or on the basis of the results of genetic testing performed by a provider of consumer genetic testing services (provider). Requires a provider to disclose specified information to an individual who submits biological material to the provider for genetic testing. Prohibits a provider that performs, or causes to be performed, genetic testing on an individual's biological material from: (1) taking specified actions with regard to: (A) the biological material; or (B) data resulting from genetic testing performed on the biological material; unless the provider has solicited and received the individual's consent to the action; or (2) providing data, other than deidentified data, resulting from genetic testing performed on the individual's biological material to: (A) an insurer; (B) a business that provides information or data to insurers for the purposes of underwriting or rating of risks; or (C) the individual's employer. Imposes requirements on a provider with respect to: (1) controlling access to an individual's biological material and data; (2) complying with the individual's revocation of consent with regard to the individual's biological material and data; and (3) marketing or advertising sent to the individual as a result of the individual's solicitation and use of the provider's genetic testing services or use of a website or other remote or virtual service associated with the provider's genetic testing services. Provides that a provider may not charge a fee for the provision of biological material or data resulting from genetic testing performed on biological material: (1) to a law enforcement agency on the basis of a search warrant; or (2) as required by a court order; that is more than the provider's actual cost of providing the material or data. Provides for enforcement of the bill's provisions by the attorney general.

Literacy endorsement. Provides that the department of education may not renew a practitioner license or an accomplished practitioner license issued to an individual unless the individual receives a literacy endorsement by completing 40 (instead of 80) hours of evidence based professional development. Removes written examination requirements to receive a literacy endorsement for individuals renewing a practitioner license or an accomplished practitioner license. Provides that the state board of education may not require certain individuals to take or pass a written examination to be eligible to receive a literacy endorsement.

School counselors. Provides that, for the 2025-2026 and 2026-2027 school years, a school shall ensure that at least 60% of a school counselor's aggregate time performing the counselor's job duties is devoted to providing direct services to students. Provides that, beginning with the 2027-2028 school year, a school shall ensure that at least 80% of a school counselor's aggregate time performing the counselor's job duties is devoted to providing direct services to students. Exempts schools that have a school counselor/student ratio that is not more than one school counselor to 350 students from the school counselor time requirement provisions.

Torts involving commercial trucking industry. Creates a procedure to bifurcate a trial of a civil action filed against the operator of a commercial motor vehicle and the employer of the operator or the owner of the commercial motor vehicle involved in a motor vehicle accident. Allows a defendant to file a motion to bifurcate within a specified period of time. Provides that certain evidence may be presented in the first phase of a bifurcated trial. Allows a plaintiff to pursue punitive damages in the second phase of a bifurcated trial.

Referendum property tax levy for parks. Allows a municipal legislative body to adopt a resolution to place a referendum on the ballot to impose a capital projects referendum tax levy (capital projects referendum levy) to pay for capital expenditures incurred by the municipal park district. Requires a municipal legislative body to certify a copy of: (1) the resolution to place a referendum for a capital projects referendum levy on the ballot; and (2) the language for the question; to the department of local government finance for review and approval. Specifies that if the voters approve the capital projects referendum levy, the maximum term of the capital projects referendum levy is eight years. Allows a capital projects referendum levy to be reimposed or extended. Provides that during the period beginning with the adoption of a resolution by a municipal legislative body to place a capital projects referendum levy question on the ballot and continuing through the day on which the referendum is submitted to the voters, neither the municipal legislative body nor the municipal park district may promote a position on the referendum by taking certain actions. Provides that specified elected or appointed municipal officials may discuss and personally advocate a position on a capital projects referendum levy outside a park's or park facility's regular operating hours as long as public funds are not used. Sets forth when a referendum is to be held and specifies various duties for the: (1) clerk of the circuit court with respect to the referendum; and (2) county auditor, including: (A) determining the estimated average percentage of property tax increase on property owners in the municipal park district that must be included on the question; and (B) distribution of proceeds attributable to property taxes imposed after being approved by the voters in a referendum to the municipal park district. Places limitations on: (1) holding successive capital projects referendum levies if a referendum is approved by the voters in a calendar year; and (2) the simultaneous imposition of more than one additional capital projects referendum levy approved in a subsequent referendum when a municipal park district is already imposing a referendum. Requires the municipal park board to establish a capital projects referendum tax levy fund (fund) if the voters approve the capital projects referendum levy. Specifies that money in the fund may be used only for capital expenditures, including the acquisition of land, incurred by the municipal park district.

Little Calumet River basin development commission. Requires the Little Calumet River basin development commission (commission) to submit an annual budget to the Lake County council (council) before September 1 of each year for a nonbinding review. Requires the commission to submit an annual expenditure and activity report to the council before November 1 of each year.
